Here’s a very curious AdWords ad. Try searching google for ‘adasd’ and look at the sponsored ads on the right.

Somehow, I don’t think this ad meets Google’s stringent editorial guidelines for advertisers 
Getting a link is easy. Simply insert your URL and Anchor Text in the form fields, and then click on the Paypal button.
You will be taken to Paypal, where you will be charged $15, yes just $15 for a link!
However, you need to know that your $15 does NOT buy you a permanent link! The maximum number of links to be offered is just 10 - any sales after this will 'auto bump' the links downwards - once 10 links are reached, the oldest link is deleted.
In reality, this means that your link could stay for just a few minutes, or it could stay forever - it rather depends upon how popular the link sales are.
Links are made live only after human review, and may go live up to 24 hours after payment. We reserve the right to refuse any link, on any grounds whatsoever. If we refuse your link, you will receive a full refund.
I see them pop up every so often, one on the keyword “test” at the moment.

I wonder how often google manually review your adwords, I’ve defintelly had some stopped in the past so it must happen.
